Paul Bernard

President & CEO

Paul was selected as AHC's President & CEO in April 2022. Paul brings a plethora of housing experience to the organization. Before joining AHC, Paul was an Executive Vice President at the Urban Land Institute, managing their Impact Programming. He also worked as Vice President of Public Sector & Community Development Consulting at Enterprise Community Partners. Paul started his career in housing as the Director of Development for the Philadelphia Redevelopment Authority and later served as the Executive Director of Detroit's Planning and Development Department. Paul holds a Master's Degree in Urban Economics and Public Finance from the Kennedy School of Government at Harvard University and an MBA and Bachelor's Degree in Foreign Service from Georgetown University. Alan Goldstein

Vice President, Real Estate Development

Alan leads the team of development managers responsible for the acquisition, financing, rehabilitation, and new construction of multifamily residential communities in the Greater Washington area.  Alan’s accomplishments include leading the acquisition and/or construction of over 1,500 apartment units; and the redevelopment and/or refinancing of existing rental communities in AHC’s portfolio. Alan previously worked as an investment banker. He serves on the Executive Committee of the Board of Directors of the Jewish Foundation for Group Homes and co-chairs JFGH’s Housing Strategies Task Force.  He earned a Master’s degree in public policy at the John F. Kennedy School of Government at Harvard University, and a Bachelor’s degree from the University of Michigan. Email

Edie Loughlin

Vice President, Asset and Construction Management

Edie Loughlin provides strategic and financial oversight of joint venture and third-party managed properties within AHC Inc.’s portfolio. As Vice President of Asset and Construction Management, she is the lead for acquisitions and dispositions of assets, including leading due diligence and closing processes. Edie joined the team in September 2022. She has a Bachelor of Science in Business Administration and Finance from the University of Delaware and is a member of the National Finance Management Honor Society. Edie has 30+ years of experience in a wide range of areas, including asset management; portfolio, construction, and project management; compliance monitoring; and debt and equity funds analyses. Before joining AHC, Edie was M&T Bank’s SVP of Commercial Real Estate Special Assets, developing appropriate legal and credit strategies to minimize losses and maximize value for the organization. Previous positions include leadership roles with MMA Realty Capital and Enterprise Homes in Baltimore, MD.  Outside of AHC, Edie Loughlin enjoys connecting with her family and mentoring at local schools in the heart of Baltimore. In the past, she was an integral part of the Marine Mother’s Foundation while her son served in the armed forces. She is excited to join an organization full of mission-driven people at AHC Inc. Jennifer Endo

Vice President, Community Relations

Jennifer Endo directs a team of three professionals and is responsible for fundraising, public relations, and community-building.  She was appointed to her current position after leading AHC’s Resident Services program for 19 years. In her previous position, Jennifer expanded the Resident Services program from two staff in Arlington to 25 staff offering comprehensive educational and social services programs in Arlington, Montgomery County and Baltimore. Originally starting with a budget of under $75,000, Resident Services is now a fully integrated component of AHC’s mission, with an annual budget of over $1,500,000. Jennifer was a member of the 2004 class of Leadership Arlington. She also has served on the board of The Reading Connection and Arlington’s Out of School Time Advisory Council. Jennifer has a bachelor’s degree from Carleton College, Northfield, MN, and an executive certificate from Georgetown University’s Institute for Transformational Leadership. She lives in Arlington with her husband, Erik, who teaches ESL for Arlington Public Schools, and their three sons. Email

Mary Claire Davis

Vice President, Real Estate Development

Mary Claire has been Director of Greater Baltimore since 2018 and with AHC since 2010. She focuses on development efforts in Maryland with support for initiatives throughout the region. This includes leading AHC’s efforts to redevelop the O’Donnell Heights and Poe Homes public housing communities in partnership with the Housing Authority of Baltimore City. Prior to joining AHC, she managed affordable housing developments with Victory Housing and Wesley

Housing Development Corporation. Her experience includes the creation, renovation, and recapitalization of nearly 2,800 homes. Mary Claire earned a Master’s degree in Urban and Environmental Planning from University of Virginia and a Bachelor’s degree in Political Science from Emory University. Email

Susan Davidson

Vice President, Resident Services

Susan joined AHC in the fall of 2017. Susan is a strong believer in Resident Services, having witnessed firsthand the positive changes this program can bring about for children and adults. She brings more than 15 years of experience in providing services to individuals and families living in affordable housing communities in Northern Virginia. She has worked with Resident Services at both Wesley Housing and the Fairfax County Department of Housing and

Community Development.

Susan is a very warm person with excellent supervisory and relational skills. She loves working in Resident Services. She believes that the people we work with are among the most vulnerable of populations but also the most inspiring. Because of the barriers, hardships, and lack of opportunities they have faced, Susan believes they are very resilient and resourceful. Susan loves to see firsthand the results of our work with the children and adults we serve and believes the

day-to-day relationships our staff form with our residents are meaningful because they demonstrate that we are more than an institution and it’s these relationships that enable staff to  help our residents make life-altering choices and changes. Susan has a Master’s degree in Social Work from Virginia Commonwealth University and a Bachelor’s in Social Work from Columbia College in Columbia, South Carolina. Chief Financial Officer

Mr. Yeatman was appointed AHC’s Chief Financial Officer in November 2014. A results-oriented CPA and tax executive, he has more than 20 years of extensive operations management and experience in the real estate, development and construction industries. Email

Belen Topacio

Belen Topacio

Vice President, Human Resources

Belen Topacio was appointed as AHC’s VP of Human Resources in January 2023. As Vice President of Human Resources, she is responsible for the strategic leadership of AHC’s Human Resources, IT, and Diversity, Equity, Inclusion, and Belonging (DEIB). Before joining AHC, Topacio served as a Human Resources professional for over 25 years at various organizations, including the Urban Land Insitute, Northern Virginia Family Service, and more.

Belen Topacio holds a Bachelor's degree, Mass Communications from the University of the Philippines. She also holds SHRM-SCP and SPHR certifications. Belen has a proven track record of building workplace culture and supporting employee growth to help meet organizational goals. In her spare time, she’s an avid reader and enjoys spending time with her family.  Email
